The Builsa South District of the Upper East Region has been adjudged the best performing district in the Northern part of Ghana for the year 2018.
The district beat off stiff competition from all the other metropolitan, municipal and districts assemblies to win the much coveted crown as the best in the whole of Northern Ghana.
The district, represented by the District Chief Executive (DCE), Daniel Kwame Gariba, received the award at a ceremony organised by the Office of the Head of the Local Government Service, held in Accra on Tuesday September 29, 2020. The award package included a laptop, a printer, a scanner, a citation and a plaque.
The District Chief Executive, Daniel Kwame Gariba expressed gratitude to the Local Government Service for the initiative. He also thanked his staff and the people of Builsa South for their support and cooperation.
Details of assessment
The district scored a whopping 94.13% to place 10th in the national ranking, earning it the best in Northern Ghana.
Assessment of the metropolitan, municipal and district assemblies (MMDAs) was done by the Local Government Service based on Performance Contracts (PCs) signed between the Metropolitan Municipal and District Chief Executives (MMDCEs) and their Coordinating Directors.
The service examined their deliverables based on the mandate of Assemblies as expressed in their planned activities for the year under consideration under with respect to the performance contracts.
There were seven key performance areas: General Administration, Human Resources Management, Financial Management and Reporting Infrastructure, Social Services, Economic Development, Environment and Sanitation. A total of 35 Key Performance indicators (KPIs) were used to evaluate performance for all the Key Performing Areas (KPAs). The assessment was undertaken by teams of independently monitored and validated reports submitted by all the assemblies.
